Yes, except that the 'pipe' is coming out of the front as well - assuming that it is travelling tawards the pointed end. If it was moving on water, the 'pipe' or 'rail' would be a wake in the water but only behind it. I wonder what it is...
qmantoo, I have those same doubt for flight qualification of the device this looks rather like a vehicle traveling on water surface. I post here some ideas.
Yes, thats an interesting photo and there appears to be a pipe or rail or something running from the front to the back and underneath this deltawing thing. Lots of things in that picture which is obviously why the picture was taken. I am not sure it is a craft although it could be, and is what we consider craft-shaped.
